New law will introduce Keeper Liability in Scotland
The Transport (Scotland) Bill soon to become law.
We are delighted that the Transport (Scotland) Bill will soon become law after MSPs voted to pass the bill. This new legislation will address a number of issues including the introduction of keeper liability into parking contracts between drivers and landowners on private land, bringing some much-needed consistency with England and Wales.
This follows the extension earlier this year of POPLA into Scotland. POPLA (Parking on Private Land Appeals) is the leading independent appeals service and has been available to motorists in England and Wales since 2012.
The Transport (Scotland) Bill also addresses a number of other issues including making provision for low emission zones and prohibiting the parking of vehicles on pavements. We continue to engage with colleagues in Holyrood who recently attended our successful Parking Scotland event in Glasgow.
