BPA and City & Guilds Assured Status ‘A Pathway to Excellence’

How to get your voice heard in the parking sector and contribute to the standardised professional development and career journeys of those within this space

In May 2024 the BPA received formal approval from City & Guilds that it had met the Assured Benchmark Standards to deliver the following Assured Programmes:

  • Access Level Assured Certificate in Parking Enforcement
  • Intermediate Level Assured Certificate in Notice Processing

City & Guilds Assured Status:

Assured is a City & Guilds global quality benchmark that recognises excellence in training and learning.  Developed by leading brands in skills development, Assured demonstrates how organisations plan, design and deliver their learning programmes meet world-class quality standards.

The Assured benchmark is a quality assurance framework that evaluates eight areas of programme design and delivery, called the Assured Benchmark Standards, to confirm that an organisation has met the global quality standard set by City & Guilds (C&G) and the Institute of Learning Management (ILM).

City & Guilds works with hundreds of organisations in the UK and internationally, including private employers, Government, public sector bodies, charities and colleges.

Benchmark Standards:

The Assured benchmark is a quality assurance framework that evaluates eight areas of programme design and delivery, called the Assured Benchmark Standards, to confirm that an organisation has met the global quality standard set by City & Guilds (C&G) and the Institute of Learning Management (ILM).

  1. The organisation ensures that each programme is planned, resourced and managed to meet its purpose and the needs of the intended participants.
  2. The organisation develops each programme to deliver against set objectives.
  3. The organisation ensures that participants on the programme are briefed and supported.
  4. The organisation has effective internal quality assurance procedures in place.
  5. The organisation has effective processes in place to ensure evaluation and continuous development
  6. The organisation ensures that each leadership and management programme demonstrates the requirements for the ILM footprint: leadership, management, coaching, mentoring and enterprise.
  7. The organisation ensures that each programme with assessment has a robust assessment methodology and this is supported by effective quality assurance procedures.
  8. The organisation ensures that each programme with digital learning is accessible, engaging and incorporates design standards in order to meet programme objectives.

How it works: Our Learning Delivery Partners 

The British Parking Association (BPA) currently has six approved Learning Delivery Partners. Each partner has undergone a stringent onboarding process to ensure they meet the global quality standards in programme design and delivery. These partners are recognised for their excellence in training and learning, adhering to the high benchmarks set by City & Guilds and the Institute of Learning Management (ILM).

Become a Learning Delivery Partner Here

In July 2024, Parking Associates achieved a significant milestone by becoming the first Learning Delivery Partner to successfully deliver the Access Level Programme. This programme includes modules on Managing Conflict in the Enforcement of Parking Control and Management, as well as Roles and Responsibilities of Civil Enforcement Officers Operating under Traffic Management Legislation. A cohort of six learners completed the training, each passing a multiple-choice knowledge test with a score of 70% or higher.

In August 2024, Parking Associates further distinguished itself by being the first to deliver the Intermediate Level Programme. This programme covers Introduction to Notice Processing and Information Management, along with Processing PCNs and Responding Appropriately to Challenges, Representations, and Appeals. Four learners successfully completed this training and subsequent knowledge test.

To date, 180 learners have successfully completed training through our Learning Delivery Partners, mastering either Access or Intermediate Level programmes. This milestone is not just a number; it represents the hard work, dedication, and collaborative spirit of everyone involved.

Each learner benefits from standardised programmes, ensuring consistent, high-quality training across the board. This means that every participant is equipped with the knowledge and skills to excel in their roles, knowing they have been trained to a consistently high standard and our learners are now better prepared to tackle their responsibilities with confidence and competence. This consistency in training quality not only enhances their individual performance but also contributes to the overall success of our initiative.

But that's not all! We are not just revolutionising parking; we are transforming learning too! The fact that we can now support both the public and private sectors in ensuring their frontline and notice processing colleagues are trained to the highest standards is truly exciting. I am eagerly looking forward to collaborating with new Learning Delivery Partners to continue this journey of excellence.
